Dear Mr, Ambassador,

I am writing on behalf of Mr. Oleyinikov, V.B. and asking for your kindly assistance in finding out the solution of the case of the relationship between a citizen of Russia Mr. Oleynikov, V.B. and the trade mission of the Korean People’s Democratic Republic Embassy in the Russian Federation, the Khabarovsk Department.

In May 19, 1997, the Khabarovsk Department of the trade mission of the Korean People’s Democratic Republic Embassy in the Russian Federation borrowed money, in the sum of $US 1,500, from Mr. Oleynikov, V. B. The borrower’s receipt states that the time limits of the repayment of the loan shall be ten days. The money was to be paid back not later than May 29, 1997. However the money was not returned on the designated date. As it is specified in the borrower’s receipt, in case the money is not returned within the time limits, the debtor accrues the payment of 1 percent interest rate per each day of delay.

Mr. Oleynikov, V.B. applied to you in writing several times in the period of 1999-2000 but no response was given.

I will highly appreciate if you inform me of your decision concerning the case by June 1. Will you consider it possible to pay back the debt which equals now to $US 2 479 846 542?

In case of a negative answer, Mr. Oleynikov, V.B. is going to file a lawsuit. Attachment: Copy of the borrower’s receipt.
