The statement of action does not meet the requirements of the Civil Code and violates Artcile 24. The plaintiff has not followed the federal law on pre-trial handling of settlement of disputes.
Article 401 of the Civil Code of the Russian Federation says that bringing an action to a foreign state in a Russian court is possible only by approbation of the competent bodies of the given state.«The plaintiff should apply to the Embassy of the KPDR to get approbation to file a lawsuit at the court of the Russian Federation.
